Course Description

Provide school administrators or managers with the necessary knowledge to perform the role of project manager for major alternations, additions, repairs, improvements / construction and related works for schools.

  • Nature of Capital Works and Procurement
    • Define capital works: new works, A&A, repairs and improvements to schools
    • Nature of a construction project and the role of project manager
    • Characteristics of the construction industry in HK
  • Project Development and Initiation
    • Project Development
      • Identification, evaluation and selection of capital projects
      • Project finance, budget estimate, sources of funding, application and documentation
    • Project Initiation
      • Preparation of project requirement definition
      • Setting up of project organization and management structure, project master programme
      • Identification of procurement approaches
  • Project Design and Planning
    • Statutory & non-statutory requirements, related procedures and documentation for school capital projects in HK
    • Design management, phases of design review on functionality, aesthetic quality, constructability, budget, time, etc.
    • Tendering procedures, documentation and tender evaluation
  • Construction and Contract Management
    • Project organization for construction
    • Planning and progress control, alignment with major academic activities of schools
    • Cost and change management, progress payment, etc.
    • Grant/funding management, application, progress report, documentation
  • Environmental, Safety and Quality Management
    • Legal and contractual requirements, relevant government departments and authorities, codes of practice, guidelines, etc.
    • Major elements of an environmental, safety and quality management system, good practices
  • Commissioning and Project Close-out
    • Commissioning plan, documentation
    • Reporting to funding agent and relevant authorities
